Like the Higher Powers, angels cannot be played in The Fallen World due to the risk of story contradiction and conflict of character belief. Characters may, of course, believe in angels from any religion they wish, but beings considered 'angelic' can only exist in the religious belief of individual characters, not as factual beings to the eyes of all peoples.

In our real world, angels are associated with God (and other gods in some religions), and to play an angel would mean that the character must be associated directly with the factual existence of that God, which is not allowed in TFW for reasons described above, and on the 'Higher Powers' page.

The only reason why Fallen Angels are allowed in TFW as playable characters is because they have no recollection of the god or gods that they served before they were cast out of their Imperial Armies. They are no longer associated with any Higher Power and have the ability, as playable characters, to be involved in storylines that devoted angels cannot.

So, then why in the story 'In the Beginning...' is the angel 'Mastema' a factual, integral part of how the Marakai came to be? Fair question! In The Fallen World, the angel Mastema is an angel, yes, but there is no mention in the story of which god he is subservient to, and since he is not a playable character (not even as a DC), there is no risk of conflict in religious facts, only religious beliefs.
